Dismantling of the Social Assistance Policy in Brazil after 2016: a tragedy foretold

Abstract:

The article analyzes the process of dismantling social assistance policies in Brazil, since 2016 and, more intensely, since 2019, identifying how it occurred and the strategies employed. In addition to a review of secondary sources, the study involved a focus group with three federal public servants working in the federal policy management body during the period. The results indicate that the dismantling was programmatic and, at the same time, intended to systemically affect policies. The four types of dismantling strategies were used and affected social assistance policies and services, both in terms of density and intensity, with perverse consequences for municipal service provision, in a context of the increased hunger and social vulnerability.
