Open-access Special and inclusive education in Portugal: facts and options

Like many other countries, Portugal has been implementing important reforms in the educational system. Regarding students with Special Educational Needs, the aim of these reforms is for regular schools to change to a more inclusive perspective, which means being able to welcome all students and especially those with disability. This article seeks to present a picture of the present situation of Special and Inclusive Education in Portugal, especially after the publication of the 3/2008 Law that originated important changes in the educational system. The article also discusses the main aspects of this legislation and presents statistical data about the Portuguese situation in 2009. Finally the main options of this legislation are discussed, namely eligibility, teacher education, and financing policies.
