Summary:
Accepting Educational Technology as the aplication of scientific knowledge and experience to the solution of problems concerning the education and training of human resources, the author discusses the basic problems related to health manpower development. He emphasizes the importance of the shift from the concept of health assistance towards the concept of health coverage in the organization of the Health System as a basic condition to achieve the goal of Health for all in the year 2000. The author stresses also the need to reorganize the Educational System changing its structural axis from Teaching to Learning and indicates this step as a fundamental one to assure the formation of human resources able to cope with the sanitary problems of the population and to garantee the continuity of the educational process. Accepting the hegemonic role of the Health Service in the modelling of health manpower, he points-out consequently the importance of the Teaching-Service Integration Programs and emphasizes the value of the educational technology in the development of these programs.
