State, private capital and urban-regional revitalization processes: the case of Lima and Callao

Abstract

Currently, urban governance practices, especially in Latin America, demonstrate neoliberalization actions. They are organized through spatial and institutional agreements at market’s favor. Real estate dynamics and the impacts of large neoliberal interventions are notorious in the logic of urban space (re)production in cities. The aim of this article is to investigate the relationships among: Large Urban Projects (GPUs), new coalitions and institutional arrangements for Pan-2019 in Lima and Callao, Peru. The guidelines that make up an agenda exercised by the State for urban governance stand out, mainly with the formation of public-private partnerships (PPPs), increasing the State’s deregulation and flexibility. Through the contribution of international and local bibliographies, we sought to demonstrate the neoliberal and urban logic and as a result it is observed that this model resulted in an urbanization focused on local market needs.
