Plural Participation in the Context of Tourism Governance in Curitiba/PR

Abstract

Tourism governance understood as a process, and not as a management model, must seek plural participation, that is, one that includes the mediate and immediate participation of the stakeholders involved. The objective of this study is to understand the participation (mediate and immediate) of residents in the development of tourism in Curitiba, influenced by the decentralization and social participation policies in Brazil, which occurred after the 1988 Constitution. To achieve this objective, the qualitative and descriptive research (with a case study approach) was conducted through bibliographical and documentary research in the communication channels with the population of the city of Curitiba: Central 156, Facebook page of the City Hall, Fale Conosco of the Municipal Tourism Institute of Curitiba, Fala Curitiba Program and Municipal Council of Curitiba Tourism. The results obtained highlight the availability of communication channels for the tourism governance process in Curitiba. However, it appears that not all actors impacted by tourism participate in the deliberations that take place at COMTUR. It is observed that Curitiba citizens care about the city's tourism and criticize situations, as well as suggesting improvements in attractions and tourist information centers. Thus, participation through their various channels can qualify tourism development policies and programs in the municipality.
