INFORMATION LITERACY FOCUSED ON SCHOOL LIBRARIAN ACTIVITIES

ABSTRACT

Information literacy is important to access, evaluate and use information in an efficient way. Furthermore, information literacy helps individuals to use technology, to seek information, to interpret a text, to verify an information source and to produce new knowledge. This paper aims to discuss how information literacy contributes to the development of public policy for school libraries. The public policy should focus on librarians’ lifelong learning. The methodological procedures involve a bibliographical research about information literacy and public policy in the context of school libraries. Therefore, we researched materials like books, printed and digital articles in many journals in the information science field. In conclusion, we illustrated that information literacy needs to be considered in public policy of school libraries in Brazil, so that this literacy can guide information professionals and improve the services offered by the libraries.

National Library Program	1997	Among the objectives are the support and the diffusion of programs that are destined to promote the reading habit, besides the production/distribution of materials designated to support of projects of capacitation/updating of elementary school teachers (BRAZIL, 1997, p. 8519).
Law no. 10,753 on the National Book Policy	2003	Guarantee the individual the right of access to books, to promote and encourage the reading habit, to qualify the population for the use of books, and especially to install and expand bookstores and libraries in Brazil (BRASIL, 2003, p1).
Law no. 13,005 National Education Plan ( 2014-2024 )	2014	It has as its mission, in item 7.20: "To provide digital technological equipment and resources for pedagogical use in the school environment to all public schools of basic education, including creating mechanisms for the implementation of the necessary conditions for the universalization of libraries in educational institutions, with access to digital computer networks, including the internet." (BRASIL, 2014).
Law no. 12,244	2010	"It deals with the universalization of libraries in the country's educational institutions " (BRAZIL, 2010) .
National Book and Reading Plan	2011	The PNLL is composed of four Axes, being: 1) "democratization of access"; 2) "promotion of reading and training of mediators"; 3) "appreciation of reading and communication"; and 4) "development of the book economy" (BRAZIL, 2006, p.26).
Law no. 13 696 establishing the National Policy on Reading and Writing	2018	"The National Politics of Reading and Writing is instituted as a permanent strategy to promote books, reading, writing, literature and publicly accessible libraries in Brazil. Single paragraph . The National Reading and Writing Policy shall be implemented by the Union, through the Ministry of Culture and the Ministry of Education, in cooperation with the States, the Federal District and the Municipalities and with the participation of civil society and private institutions" ( Brazil, 2018).

Standard 1 - The " information-competent person" defines the nature and extent of his or her need for information.	Analyzes the resources and information needs of the school community	Need to know the informational need of users. To be in contact with the students and to participate in the classes, lectures and events of the school. In addition, should know the need for information from teachers and school management. Partner with other members of the organization and participate in meetings and curriculum development.
Standard 2 - The "information-competent" person accesses theinformation accurately.	It formulates and promotes policies for the development of services	To promote a service development policy it is important that you be able to access information about the suggested policies for the school library and the services of the organization.
Standard 3 - The "information-competent" person evaluates the information and its sources critically.	Develops procurement policies and systems for library resources	Need to know how users can access library resources, how to handle information and communication technologies, how to lend books, videos, magazines, and so develop an institutional policy based on users' resources and needs.
Indicator 3.2 It articulates and applies evaluation criteria for information and sources. 3.2.3 Recognizes and describes the various aspects of a source, its impacts and value for the research project, as well as the trends and impacts related to cultural, geographical or historical assumptions and / or relevance of the information source. 3.2.4 Demonstrates the ability to find information on the authority and qualification of authors and / or publishers-producers.	Catalog and classify documents and resource in general	Need to know how to evaluate documents and resources and interpret their textual content so that classification is effective, in a language accessible to the user. Needs to evaluate the source of information through the research and verify how its cultural values influence the document. Must know how to find the information for authors and publishers in order to make future partnerships.
Standard 4 - The "information-competent" person uses information effectively to achieve an objective / result.	How to use the library	Know the reasons why the users will use the information, being able to be for leisure, to ask questions, to learn, to read and to write, to do a job or to carry out the task of the school.
Standard 5 - The "information-competent" person understands the issues (economic, legal and social) that involve the use of information, access and use that information in an ethical and legal manner.	Shape in the competences of information literacy and knowledge of information	Be competent in information, value that competence and direct your actions so that users can acquire skills, abilities and experiences from access to information. The main objective of Information Competence is that individuals understand the context they live in and value ethics and law when using information.
4.1.1 Organizes the information, using different schemes or structures.	Supports students and teachers in the use of library resources and information technology	Organize the necessary information to the teachers and managers who are part of the team so that it facilitates their future recovery. In addition, the organization helps the professional to develop the projects of the library according to the determinations of the team based on the resources that it possesses.
5.2.4 Demonstrates knowledge of what plagiarism is and how not to use it in its communications. 5.2.5 Obtain authorization to make copies of texts, images and sounds to include in your final product.	Responds to requests for reference and information using the appropriate materials	Know the available documents and resources, disseminate information with users looking for plagiarism, in addition, value the intellectual properties and respect them in their projects. Teaches the use of sources and application of norms in the correct way of quoting them
5.1 Demonstrates knowledge about ethical, social and legal issues involving information,communication and technology.	Promotes reading programs and cultural events	Create events that unite users, teachers and managers within the school so that all members understand the issues surrounding the use of the information environment, demonstrating the importance of the library and its role. This type of initiative contributes to avoid conflicts between individuals and demonstrate the importance of knowing the performance of all in the education of students.
3.3.3 Compares the new information with self-knowledge and other sources considered as authority in the subject for conclusions.	Participates in planning activities related to the management of the curriculum	Communicate with the other organizational members, act in the curriculum development demonstrating how the library can help achieve the objectives. Learn from other professionals' knowledge and compare with your own. The school librarian must also learn in group.
3.1.3 Verbatim identifies information that has been properly transcribed or paraphrased. 3.2.1 Comparatively examines information from different sources to assess their reliability, validity, authority, accuracy, timeliness, point of view and trends.	Participates in the preparation, promotion and evaluation of learning activities	Contribute with teachers during the creation of an event, specific activity. Help teachers evaluate activities and identify plagiarism, author, and ideology that influence the source of the information obtained.
2.4.1 Evaluates the quantity, quality, and relevance of search results to determine alternative information retrieval systems or search methods still need to be used.	Promotes evaluation of library services as a normal and regular component of the school's overall assessment system	Evaluate features and services through user surveys and create other ways of retrieving information according to the needs of individuals.

1.2 Identify different types / formats of potential sources of information. 1.3 Evaluates costs and benefits related to the acquisition of the desired information.	Prepares and applies budgets. Conceives strategic planning	Plan the amount to be spent on the projects and ways of raising funds from the Government and other organizations. Assess the cost of acquiring the information needed for curriculum development and support lifelong learning of users.
1.3.1 Determines the availability of the necessary information and makes decisions about information search strategies and the use of information services and what the appropriate media is (eg exchange, use of local sources, acquisition of images, videos, texts or sound records, etc.). 1.3.2 Determines feasible planning and an appropriate timeline for obtaining the necessary information.	Manage and train library staff	Perform the management of documents, resources, information and decide what is the best strategy to achieve the proposed goal. Identify various types of media to use and which one is the most profitable and meets the needs of users. Help library staff, teachers and managers implement events and extra curricular learning activities.
