CITIZENSHIP AND SUSTAINABLE URBAN DEVELOPMENT UNDER THE PERSPECTIVE OF THE RIGHT TO MOBILITY IN BRAZILIAN CITIES

ABSTRACT

The study analyzes the urban phenomenon as a manifestation of citizenship and discusses smart cities based on the current problem of locomotion and the expansion of shared economies, responsible for contributing to the democratization of access to urban social structures via collectivized means of locomotion. The concept of citizenship will be worked on considering access to the city as a regular exercise of law and, above all, community access to the opportunities that urban structures provide citizens with. The correlation of this aspect with access to the city and the feasible possibilities of correcting the distortions of today's precarious mobility through the construction of smart cities will be discussed, in addition to the progressive promotion of sharing economies through technological employability. The research will be developed through the hypothetical-deductive method, carried out through a qualitative approach. Therefore, the theme is guided by a theoretical bibliographic contribution and significant contributions by Henri Lefebvre, in addition to related legislation aimed at the maturation of the subject. It is concluded that societies - especially in metropolitan regions - experience a stage of urban immobility, characterized by the daily exhaustion of citizens in moving around and all the difficulties inherent in the process, a fact that, undoubtedly, brings damage to the exercise of citizenship by communities.
