Democracy and culture in the planning of the urban development

The culture and the democratic regime are elements that interfere in planning policies for development of cities. In search of legitimacy of public actions to improve the quality of life of the population, the state should listen to people about priorities, through the mediation of interest of social actors. For this, the Constitution limits the modernization and democratization of public administration, with the opening of new spaces for participatory deliberation in the cities. Of these assumptions, through a literature search and deductive, This study proposes to analyze how the state can intervene, in a planned manner, in the urban order, to appease conflicts, involving the intersection between expectations of development, democracy and culture, so that, ultimately, to conclude that these elements are closely related, which means that urban development goes beyond economic phenomenon and that the quality of life, desired by society, requires a joint effort with the State.
