Abstract
The article, taking the theoretical repertoire of the political economy of punishment, starts from a historical-structural reading of the function of penal control in the different stages of capital accumulation in Brazilian capitalism viewing to expose the absence of disruptions experienced in criminal and public security policies during social-liberal governments of the Partido dos Trabalhadores (Workers' Party) (2003-2016).
