Abstract
Traditional scholarship regards International Law as a tool for Peace. However the institutional design of the European Integration reshapes this goal. The qualitative empirical qualitative analysis of primary sources enables to perceive that the origin of European integration was driven by the juridification of international political conflicts in order to refuse armed conflicts (refusal of War) and to foster non-armed conflicts (refusal of Peace).
