THE MORE DOCTORS PROGRAM AND EQUITABLE ALLOCATION OF DOCTORS IN PRIMARY HEALTH CARE

ABSTRACT

The medical allocation process was analyzed by the More Doctors Program (PMM), seeking to identify whether the objective of prioritizing the municipalities with the greatest vulnerabilities in health, in order to reduce the shortage of doctors in the national territory, was accomplished. Therefore, from epidemiological and socioeconomic aspects, the Vulnerability Index and Health Conditions (IVCS) was built before and after the implementation of the PMM, in the periods of 2012 and 2015, for more than 97% of all 5,570 Brazilian municipalities. Then, the allocative process of physicians was analyzed considering the proposed index. The results indicated an increase of doctors in the analyzed period (2013 to 2017) in territories previously unassisted or with difficulties in establishing doctors. There was an increase in the coverage and allocation of doctors in municipalities in severe situations and high health vulnerability, in small municipalities located in the north and northeast of the country. However, there was evidence of inequalities allocated by the PMM and a reduction in the regular supply of doctors in severely vulnerable municipalities and in small ones.
