ACCOUNTABILITY INTERFACES IN THE BRAZILIAN PUBLIC ADMINISTRATION: ANALYSIS OF AN EXPERIENCE OF THE GENERAL AUDIT OF THE STATE OF RIO DE JANEIRO

ABSTRACT

The objective of the research was to explore the meaning of the term accountability and its interfaces in the Brazilian public administration, pointing out the advances and obstacles of accountability in Brazil from the analysis of an experiment of the General Audit of the State of Rio de Janeiro (AGE/RJ) and his performance in the Confederations Cup in 2013. The research sought to investigate how the AGE/RJ promoted, in the experience in focus, accountability in internal control, as support for the external and social control as regards public funds generating transparency. The data collection takes place through different research methods, being used bibliographic, documentary and field work sources. The study contributes with evidence by the Executive Power in the Brazilian state sphere on the issue of accountability effectivity with regard to the control system in the application of public resources and to generate transparency.
