REINVENTANDO LA RUEDA-CUADRADA: EL EMPLEO PÚBLICO EN LA MODERNIZACIÓN DEL ESTADO ARGENTINO (2015-2019)

ABSTRACT

The arrival, in Argentina, of the government of Mauricio Macri (2015-2019) brought with it the aspiration, always recurrent, to modernize the Argentine State. Beyond the vagueness of the term, the new administration ordered the creation of a Modernization Ministry and the sanction of the Modernization Plan through decree 434/2016, taking up many of the guidelines previously present in the Modernization Plan of President De La Rúa (1999-2001) and in the Modernization Project of the governments of Néstor and Cristina Kirchner (2003-2015). One of the cardinal axes of the new plan consisted in the hierarchization of the civil service, based on the professionalization of public administration workers and the incorporation of new technologies and administrative processes. Although the success and impact of the plan can not yet be established with precision, the implementation of a scattered set of isolated measures is observed, lacking a strategic and integral view, and mainly oriented to the decrease of the state structure. The present study is based on a thorough review of current regulations, as well as current and previous government plans. The review of official statistical information and specialized bibliography is also used.
