Legitimidade Pragmática |
A legitimidade pragmática está relacionada aos cálculos de interesse próprio de um público mais imediato da organização. O imediatismo pode envolver trocas diretas entre organização e público, além disso, também pode envolver interdependências políticas, econômicas ou sociais mais amplas, em que a ação organizacional afeta visivelmente o bem-estar do público (Suchman, 1995SUCHMAN, M. O público está apto a conferir legitimidade, dotando-se de pensamentos positivos sobre as organizações, atribuindo qualidades como honesta, confiável, digna e sábia (Scott, 1995SCOTT, W. R. Legitimidade Moral |
Reflete uma avaliação positiva ou normativa da organização e das suas atividades (Aldrich e Fiol, 1994ALDRICH, H. E.; FIOL, C. M. Fools rush in? The institutional context of industry creation. Ela repousa não em julgamentos sobre se uma determinada atividade beneficia ao avaliador, mas sim em julgamentos sobre se a atividade é o certo a se fazer, ou seja, se a atividade realmente promove o bem-estar da sociedade. Reflete uma lógica pró-social em detrimento ao simples interesse próprio, além de ser considerada mais difícil de manipular que a legitimidade pragmática (Suchman, 1995SUCHMAN, M. C. Managing legitimacy: Strategic and institutional approaches. Academy of management review, v. 20, n. 3, p. 571-610, 1995.). As reclamações sobre a legitimidade moral podem ser julgadas com desfaçatez em sua aparência, quando gestores acusados de cinismo não encontram uma estratégia que confronte as acusações (Weick, 1969WEICK, K. E. Laboratory organizations and unnoticed causes. Administrative Science Quarterly, v. 14, n. 2, p. 294-303, 1969.). A legitimidade moral possui quatro formas de avaliação: i) consequências de resultados, organizações julgadas pelo que realizam; ii) técnicas de procedimentos, as organizações também podem acumular legitimidade ao abraçar técnicas e procedimentos socialmente aceitos; iii) categorias estruturais, o público vê a organização como valiosa e digna de apoio, porque suas características estruturais a localizam dentro de uma categoria econômica favorecida e moralmente aceita (Suchman, 1995SUCHMAN, M. Legitimidade Cognitiva |
Percebida quanto aos fatores de exterioridade e de objetividade, em que se pode mudar a concepção de um determinado fato a partir do controle dos atores que inicialmente o criaram, de modo que as coisas, para existirem de outra forma, diferente da pré-estabelecida, seriam literalmente impensáveis (Zucker, 1983ZUCKER, L. G. Organizations as institutions. Research in the Sociology of Organizations, v. 2, n. 1, p. 1-47, 1983.). O papel da compreensão na legitimação retrata o mundo social como um ambiente caótico para a cognição, onde os participantes devem lutar para organizar as suas experiências de forma coerente e compreensível. De acordo com este ponto de vista, a legitimidade cognitiva decorre principalmente da disponibilidade de modelos culturais que fornecem explicações plausíveis para a organização e os seus esforços (Scott, 1991SCOTT, W.
