This paper analyses the connections between Chinese long-term development strategy and the policies regarding exchange rate regime and capital flows management. We argue that the second has been subordinated to the former. Moreover, the new exchange rate regime, implemented in 2005, is a good example of how Chinese authorities manage contradictories internal and external economic and political pressures.
