Skill development as a challenge to innovation in Brazil: a regional comparative analysis for 2012-2019

ABSTRACT:

This study aims to analyze the disconnection between the supply and demand for knowledge in Brazilian regions, using labor supply and its integration into productive sectors according to the OECD technological intensity classification as a proxy. Data from Pesquisa Nacional por Amostra de Domicílios Contínua (PNAD Contínua) by IBGE for the period from 2012 to 2019 were used, and logit-multinomial models for stacked data were estimated for this period to measure differences in the probabilities of workers being absorbed into low, medium, and high technological intensity sectors. Results indicate that advancements in formal qualifications reduce the probability of absorption in low technological intensity sectors and increase the chances of insertion in medium and high technological intensity sectors. Regional disparities highlight that the design of a policy aimed at fostering innovation requires the creation of concrete instruments that stimulate increased demand for knowledge.
