The Challenges of the protection of refugees and forced migrants in the framework of Cartagena + 30

In December 2014, Brazil will host the meeting of Cartagena + 30 in celebration of the thirtieth anniversary of the 1984 Cartagena Declaration on Refugees. This will be the Third Regional Meeting of the Latin America process towards the construction of a protection regime to refugees and forced migrants. Cartagena + 30 has the task of maintaining the development in the protection of these people in the region. In order to do so, it is expected that the Declaration and Plan of Action of Brazil - the document that will be the outcome of the meeting - is not only able to cope with the challenges of refugees' protection, but also to meet the needs of stateless persons, IDPs - internally displaced persons - and other forced migrants. This article will examine the main challenges of the protection of refugees and forced migrants, trying to highlight the main itineraries towards advancing protection in Cartagena + 30.
