The organizational network dedicated to forced migrations in Brazil: an analysis based on multilevel governance.

Abstract

This article proposes to reflect, through the lens of multilevel governance, how the organizational network of refuge in Brazil is configured. To this purpose, it initially focuses on the concept of multilevel governance, on its two typologies and how the territorial levels are understood within this theory. Next, it analyzes how this configuration applies to the Brazilian scenario, the country's path towards the regulation of refuge and the involvement of public and private organizations. By observing the actors and the ties that make up the organizational network of the refuge in Brazil, it is intended to locate the entities at territorial levels, to understand their role and centrality. At the end, reflections are made on the governance of the refuge in the Brazilian context since 2017, the limits and challenges faced, the importance of the interdependence and independence of organizations and the relevance of the location for the reception.
