The ABC Plan and Program: an evaluation of execution and distribution of resources

Abstract:

This study analyzes regionally the allocation of resources for the various Sustainable Production Systems (SPS) of the ABC Program, in order to support discussion about the policy expressed by the ABC Plan, relating economic, agricultural and environmental characteristics. It was used the information from the ABC Program from 2013 to 2017, agricultural performance variables and the classification of predominant agricultural aptitude (APT) in the municipalities for the analysis and application of the Spearman correlation. When compared with the original objectives, the results show deficiencies in the distribution of resources within the Brazilian regions, subprograms and APT. There is a concentration of 65% of resources in the Midwest and Southeast, 98% in four (of ten) of SPS and 29% in municipalities with high APT. In the municipalities with high APT there is an even greater correlation of credit with the economic and agricultural performance, than with the area of degraded pastures. In general, the cattle herd is the variable most correlated with the loans, with a coefficient of 0.53 in relation to total resources. Changes that include differentiation of incentives as defined priority areas and expansion of monitoring actions are suggestions to improve the ABC Plan and Program.
