The article deals with the experience of a collective culture in the eastern city of São Paulo, highlighting its political activities with other youth collectives working in the peripheries and how is the process of appropriation of urban space through artistic interventions. Program highlights the importance of VAI (Valuing the Cultural Initiatives) - the Municipal Culture in promoting the cultural activities produced by young people and the strengthening of the idea of the right to culture in the city. Latin American cultural studies theoretical support for the identification of the power politics of cultural performances analyzed.
