Empresa Brasil de Comunicação (EBC): public communication in decline

Abstract

The article aims to analyze the creation, the development and the changes in the structure of Empresa Brasil de Comunicação, from the second half of 2016 onwards, having Public Communication concepts as a perspective. Through bibliographic and documentary research, we sought to understand how the EBC, which has the main purpose of managing federal public broadcasting services, was constituted and how it has been going through intense processes of dismantling its public character. Two structural changes were highlighted: the extinction of the Board of Trustees, which was the formal instance of society’s participation in the company, and the merger of the NBR and TV Brasil channels, both considered unconstitutional by specialists and researchers in Public Communication.
