Community participation is defined as the process in which the population participates through its representatives in the definition, implementation and monitoring of public policies. This study investigated community participation at the Municipal Council of Health of Canindé-CE in 2007, aiming to understand the mechanics of community participation at the council. It is a descriptive study in which we used a qualitative approach. The subjects of research were 20 councilors; data were obtained through an open questionnaire and analyzed. Results showed an active board and identified some weaknesses and dilemmas that can compromise the effective exercise of this collegiate in the city. Councilors have different positions according to the social segments within the collegiate. Such differences must be known to help and establish strategies of action to promote effective participation. In order to do so, we support a policy of continuing education at the Councils, as frequent as the turnover in its composition. Without training and information there is not power of action. Knowledge is part of power in the social field, and should be at the basis of actions in the Health Councils. At the same time, it seems necessary that the Councils strengthen their ties with the population; otherwise, popular representation that they strive for will be a mere utopia.
