This article analyses the Brazilian Health Plan, which was published in 2004. This document expresses an important transition period in the management of SUS (Brazil's National Health System), as it was the predecessor of the Health Pact. The discussion involves quantitative and qualitative procedures in order to understand the central ideas and demonstrate the connections between principles, objectives and priorities of this official document. The main result was the identification of integrality of actions, human resources qualification and change in the regulatory mark based on an intersector view as the central ideas of the document. These ideas, in turn, circulate across the discourse of the plan's guidelines, strengthening the connections of the central axis of the text in the reorganization of outpatient clinical care and professional qualification. Finally, a tension is observed between what has been called vectors of verticality and vectors of horizontality, leaving open the direction of the social place in dispute.
