Access and quality of services and actions by oral health teams participating in the National Program for Improving Access and Quality of Primary Care in Pernambuco in 2012 were evaluated. This is a cross-sectional and descriptive study in which is used the database of the referred program. The availability of equipment and dental supplies were confirmed, ensuring the achievement of clinical and surgical procedures, except for those concerning to dentures. Difficulties for scheduling a consultation are still reported by users, and there is still uncertainty of reference flows and counter-reference to specialized services.
