In this article it was sought to analyze the main intergovernmental strategies and organizational arrangements established to increase the accessibility to specialized social assistance services, located in a health region of Rio Grande do Sul. This is a descriptive exploratory research, with strategic analysis of qualitative approach, from documents and interviews with government leaders. The analysis showed tensions and distinct political provisions, with the preponderance of cooperative strategies, although it has been used several strategic means, due to the asymmetry in resources control and margins of organizational autonomy.
