Management of human resources in the SUS during the pandemic: weaknesses in the Ministry of Health’s initiatives

ABSTRACT

COVID-19 has had serious impacts on the public health system in Brazil, making it urgent to know the challenges for the management of human resources in the Unified Health System (SUS). The present study, through exploratory research, sought to identify initiatives of the Ministry of Health aimed at the management of human resources in health in the SUS during the pandemic, using document analysis as a methodological route. Information published by the Ministry of Health on its electronic portal and by direct demand from researchers in areas of recognized strategic role were consulted. The report of the National Force of the SUS made available to researchers to complement the research carried out was also considered. The research allowed the identification of several implemented initiatives, but in an isolated, fragmented, and discontinuous way, which made it impossible to qualify the results in a deeper way, an objective that the present study intended to achieve. It should be noted that the objective of the present research was not to exhaust all the initiatives of the Ministry of Health, but rather to try to identify a structured presentation of its initiatives and their respective impacts on the management of human resources in the SUS during the pandemic.
