The present study aimed at understanding the dynamics of the Committees of Regional Management of the XIII Regional Health Department in Ribeirão Preto-SPin respect to the relations between the federative agents therein represented. A qualitative approach was employedby means of semi-structured interviews and content analysis. The results raised elements inherent to the dynamics among the actors of regional health planning, showing relations either of solidarity or that reflected power differences. Different views and perspectives of the various actors were brought up, highlighting the planning importance in a situation of shared power towards the construction of SUS and regional health managing.
