Abstract
Income policies are fundamental in times of social exclusion and socioeconomic difficulties. In this context, this study evaluates the influence of public income policies, in particular social security and pension, conditional transfer and unemployment assistance, on development conditions, income equality and poverty, in addition to the role of tax systems on these. The literature review addresses citizenship, the welfare state, income and tax policies, development, inequality and poverty, as well as the results of income policy action. In methodological terms, this is a quantitative study that uses panel data, involving 43 OECD countries and the years 2000 to 2019. Operationally, exploratory data analyzes and System GMM regressions are carried out. The results indicate public income policies mainly as mitigating income concentration and promoting child health and citizenship conditions, walking as a social investment for development.
