Abstract
The aim of this study is to analyze the roles of the protection network in a municipal policy of the right to live in a family based on its agents. A documentary analysis of the minutes of a Council for the Rights of Children prepared between 2006 and 2020 was carried out. The material was submitted to the Thematic Content Analysis and to descriptive statistics. It was observed that institutional and family reception and placement in a surrogate family are the most discussed measures. The institutions of the justice enforce the agents and they monitor the guardianship councils and host entities. The working group allows to discuss the direction of the policy of the right to live in a family and community and to demand its implementation. These aspects have implications for the operationalization of this policy at the municipal level.
