Water is one of the most discussed environmental issues worldwide. What is noticeable is that the use of water resources is being done in an uncontrolled manner by multiple sectors, hampering their quality and their quantity. This research aims to analyze the main instruments for water resources management and, among them, there is a charge for the use of water, which exists in legislation since 1994. The Watershed Committees are seen as entities responsible for the management of water charging will occur initially in industries and agriculture.
