Participative strategic planning: an area for conquering professional citizenship

This study relates the Directory of Nursing's experience with participatory strategic planning from 2004 to 2008. The study took place in the Polydoro Ernani de São Thiago University Hospital of the Federal University of Santa Catarina from July to December of 2004. It is understood that completing the Participative Strategic Planning on the part of the Directory of Nursing could be seen as a moment of power sharing, thus stimulating the definition of collective and solitary projects, as well as the furthered education and experience of its workers. The objectives of this study are to attend to the internal needs of the organization, establish goals and action plans, as well as educate workers and empower them with the institutional mission to care, educate, and to research. In the construction process, the mission, vision of the future, values, and beliefs were defined. The opportunities and threats from external environments were raised, as well as strengths and fragilities of the internal environment. Through the initial diagnosis, strategic objectives were outlined and a plan of action was established. The results of the study highlight the importance of the discussion process, in which daily operations are viably considered, and a collective construction is revitalized, as a means to strengthen the profession of nursing.
