BIOPOLITICS, HUMAN RIGHTS AND RESISTANCES: A COMPARATIVE ANALYSIS OF PUBLIC HEALTH POLICIES FOR THE LGBT POPULATION OF FLORIANÓPOLIS-SC

ABSTRACT

This work aims to analyse the discussions of public health policies for the LGBT community in Florianópolis, Santa Catarina. For this purpose, the work starts from the discussions on governance, biopolitics and regarding the cleavage between the modes of subjectivity, relating the chronic apparatus of aids to the statements made in the I Plano Municipal de Políticas Públicas e Direitos Humanos de Lésbicas, Gays, Bissexuais, Travestis, Transexuais e Transgêneros (PMLGBT I, First Municipal Plan on Public Policies and Human Rights for Lesbians, Gays, Bisexuals, Transvestites and Transgender), published in 2012, and the II Plano Municipal de Políticas Públicas e Direitos Humanos de Lésbicas, Gays, Bissexuais, Travestis e Transexuais (PMLGBT II, Second Municipal Plan on Public Policies and Human Rights for Lesbians, Gays, Bisexuals, Transvestites and Transsexuals), published in 2017. It is observed that, among the discourses, there are important historical shifts in operation, either from the perspective of non-heteronormative sexual positivization or from the order of resistance and the struggle for the rights of the LGBT community. These result in less stigmatizing statements about affective and sexual practices, and their relationship with statements about risk and danger. It is concluded that, from the analyses, as part of a minor biopolitics, Florianópolis' public policies for its LGBT population have been marked by the problematization of human rights and by the assumption of dissident corporalities and subjectivities within the strategies for citizenship and care, despite the limits within which biopower operates in contemporary times.
