Precarious urbanization: discontinuities and impacts of housing policies on established settlements in the metropolitan region of Curitiba

Abstract

This article discusses the constant interruption in interventions in slum upgrading programs. Unfinished upgrading processes frustrate slum dwellers, as essential work stages are not completed. This aggravates the health conditions of these populations and limits their access to full rights to the city and housing. Housing programs in three cities in the metropolitan region of Curitiba, state of Parana, Brazil, were investigated aiming to identify the impacts of discontinuity of slum upgrading on the lives of residents of precarious established settlements and their relationship of trust or distrust with the State, as well as to understand their choices and resistance processes for better urban location. To this end, case studies were conducted and residents and community leaders from four precarious settlements were interviewed. The settlements were selected according to the concepts of location and urban peripherization as defined by Villaça. The results show that government actions varied according to the location of each settlement and that their residents consider that the State is responsible to solve housing problems, while there is constant struggling where housing movements play a fundamental role so that slum dwellers achieve their rights.
