Resumo Se o racismo se tornou um tema totalmente legitimado no debate público contemporâneo, a sua investigação sociológica deixa às vezes a desejar. Se é natural e até mesmo desejável que o racismo brasileiro seja uma premissa dos movimentos políticos que buscam denunciá-lo, o mesmo não deveria ser válido para a pesquisa sociológica interessada em entender suas dinâmicas. Neste texto, destacamos as orientações gerais dos autores deste dossiê no sentido da produção de uma sociologia do racismo brasileiro atenta a seus mecanismos empíricos de funcionamento, impactos sociais e lógicas internas. Para tal, destacamos a centralidade de uma noção implícita ou explícita de raça nos processos de racialização e tratamento diferencial.

Abstract If racism has become a fully legitimized theme in contemporary public debate, its sociological investigation is sometimes left unexplored. If it is natural and even desirable that Brazilian racism be a premise for the political movements that seek to denounce it, so too should it be natural and valid to pursue sociological research interested in understanding its dynamics. In this text, we highlight the general orientations of the authors of this collection toward the aim of producing a sociology of Brazilian racism attentive to its empirical mechanisms, social impacts, and internal logic. To this end, we highlight the centrality of an implicit or explicit notion of race in the processes of racialization and differential treatment.

Resumo A área de estudos sobre relações raciais é uma das mais antigas e consolidadas das Ciências Sociais brasileiras. Mas paradoxalmente, ainda são poucas as pesquisas focadas em compreender e explicar o nosso racismo, seus mecanismos e características. Além de qualificar essas afirmações, este texto pretende explicar por que os mecanismos de discriminação racial ainda escapam do radar de nossa sociologia e, sobretudo, delinear as linhas gerais de uma agenda de pesquisa que tome a discriminação como objeto de investigação. Ao que parece, a discriminação racial deixou de ser uma hipótese de pesquisa, reformulada e testada de diferentes modos entre os anos 1970 a 1990, para se tornar uma premissa dos estudos da área a partir dos anos 2000. Contudo, isso se deu sem que o racismo fosse construído enquanto objeto em si da pesquisa sociológica.

Abstract The area study of race relations is one of the oldest and most consolidated in Brazilian Social Sciences. Yet paradoxically, there is still little research focused on understanding and explaining Brazil’s racism, its mechanisms and characteristics. In addition to illustrating these claims, this text aims to explain why the mechanisms of racial discrimination still manage to escape the radar of sociology and, above all, to outline the general lines of a research agenda that takes discrimination as an object of investigation. It seems that racial discrimination stopped being a research hypothesis, reformulated and tested in different ways between the 1970s and 1990s, to become a premise in the area from the 2000s onwards. However, this came to be without racism being properly constructed as an object of sociological research itself.

Resumo Neste artigo, exploro as razões para que se tenha desenvolvido no presente século, no interior da tradição das ciências sociais, a necessidade de se conceituar oracismo, assim como as razões por que tal conceituação é ainda, nos dias que correm, fortemente controversa. Isso me leva a discutir a relação entreracismoeraça, e o desenvolvimento do usoanalíticodo termo raça nas ciências sociais. Ao fazer essa discussão, defenderei duas teses simples, mas radicais: a de que não há como conceituar racismo sem referência a raças, assim como não há racismo sem agência humana.

Abstract In this article, I explore the reasons why the need to conceptualize racism has developed in this century within the social science tradition, as well as the reasons why this conceptualization is still highly controversial today. This leads me to discuss the relationship between racism and race, and the development of the analytical use of the term race in the social sciences. In making this argument, I will defend two simple but radical theses: that there is no way to conceptualize racism without reference to race, just as there is no racism without human agency.

Resumo O chamado “paradigma das desigualdades raciais”, inaugurado por Carlos Hasenbalg, respondeu questões decisivas acerca da permanência das disparidades entre negros e brancos no Brasil e pautou novas agendas, desenhos de pesquisa e formas de análise das desigualdades raciais. Este artigo constrói alguns apontamentos críticos à forma de tematização das desigualdades raciais a partir deste paradigma, especialmente ao foco no mercado como esfera de observação, e aponta potencialidades da retomada deste objeto pela sociologia contemporânea das relações raciais, renovada pela perspectiva das interseccionalidades e pela emergência de novas temáticas.

Abstract The so-called “paradigm of racial inequalities”, inaugurated by Carlos Hasenbalg, answered decisive questions about the permanence of disparities between blacks and whites in Brazil and guided new agendas, research designs and forms of analysis of racial inequalities. This article builds some critical notes on the way in which racial inequalities are thematized based on this paradigm, especially the focus on the market as a sphere of observation, and points out the potential for retaking this research object by the contemporary sociology of racial relations, renewed by perspective of intersectionalities and the emergence of new themes.

Resumo Este artigo examina as contribuições da chamada sociologia histórica ou processual para análise do racismo no Brasil a partir de quatro conceitos centrais: revolução, reprodução, formação e evento. O argumento central é que a análise processual dos acontecimentos, nas diferentes abordagens selecionadas, oferece algumas alternativas para enfrentar o principal obstáculo enfrentado no campo da sociologia do racismo: explicar conjuntamente a formação das desigualdades raciais e sua produção social na interação e sociabilidade entre os agentes. Sugere-se que o objetivo específico da sociologia histórica neste campo de pesquisa é a racialização da experiência social do tempo, isto é, a constituição de temporalidades racializadas.

Abstract This article examines the contributions of so-called historical or processual sociology to the analysis of racism in Brazil, based on four central concepts: revolution, reproduction, formation and event. The central argument is that the processual analysis of events, in the different approaches selected, offers some alternatives for tackling the main obstacle faced in the field of the sociology of racism: jointly explaining the formation of racial inequalities and their social production in the interaction and sociability between agents. It is suggested that the specific objective of historical sociology in this field of research is the racialization of the social experience of time, that is, the constitution of racialized temporalities.

Resumo O objetivo deste artigo é analisar processos de essencialização de adolescentes que cumprem medida socioeducativa de internação no estado do Rio de Janeiro, considerando as disputas profissionais sobre a dimensão racial de tais processos de essencialização. Para tanto, diferentes materiais de pesquisas de campo realizadas desde 2015 foram retomados, o que permitiu discutir a regularidade de representações racializadas sobre adolescentes internados, mesmo quando tal dimensão racial não foi percebida ou intencional. Ao constatar a centralidade da expressão “sementes do mal”, comum em unidades socioeducativas fluminenses, será possível dialogar criticamente com o conceito de racismo estrutural de modo a ressaltar a dimensão de agência na produção e reprodução de desigualdades raciais na medida socioeducativa de internação.

Abstract The aim of this article is to analyze processes of essentialization of adolescents serving socio-educational measure of internment in the state of Rio de Janeiro, considering professional disputes about the racial dimension of such essentialization processes. To this end, different materials from field research carried out since 2015 were revisited, which made it possible to discuss the regularity of racialized representations of adolescents in detention, even when this racial dimension was not perceived or intentional. By noting the centrality of the expression “seeds of evil”, often used in Rio de Janeiro’s socio-educational centers, it will be possible to critically dialogue with the concept of structural racism in order to highlight the dimension of agency in the production and reproduction of racial inequalities in the socio-educational measure of internment.

Resumo Este trabalho foi realizado com o objetivo de analisar os argumentos mobilizados por juízes para justificar a decretação de prisão preventiva, além de observar a existência de relação entre esses argumentos e os fatores de classe e raça. Utilizamos como metodologia a análise documental de decisões interlocutórias que convertem prisões em flagrante em prisões preventivas, referentes a imputações de roubos e furtos ocorridos entre os anos 2015 e 2018 na região metropolitana de Salvador. Foram analisadas 322 decisões interlocutórias de decretação de prisão preventiva, retiradas do arquivo de prontuários do Presídio de Salvador/BA, unidade destinada a presos provisórios. Ao final da pesquisa pode-se concluir que, entre as justificativas vigentes no artigo 312 do Código de Processo Penal, 100% das decisões analisadas se baseavam na categoria de garantia da ordem pública, entendida como harmonia social ofendida pela periculosidade do preso. Essa periculosidade é expressa pelos conceitos de contumácia criminal e modus operandi. Também se chegou à conclusão de que esses argumentos reproduzem estereótipos de classe e raça, tendo em vista que utilizam mecanismos de naturalização do grupo mais atingido pela malha do sistema de justiça penal (jovens negros), retirando-os do gozo da cidadania e proteção de direitos fundamentais.

Abstract This study aimed to analyze the arguments mobilized by judges to justify the issuance of preventive detention orders and to observe the existence of a relationship between these arguments and class and race factors. The methodology used was the documentary analysis of interlocutory decisions converting flagrant arrests into preventive detentions, referring to charges of theft and robbery that occurred between 2015 and 2018 in the metropolitan region of Salvador, Brazil. A total of 322 interlocutory decisions to decree preventive detention were analyzed, retrieved from the case files of Salvador Prison/BA, a unit for temporary detainees. At the end of the research, it was concluded that, among the justifications in force in Article 312 of the Code of Criminal Procedure, 100% of the decisions analyzed were based on the category of guaranteeing public order, understood as social harmony offended by the dangerousness of the prisoner. This dangerousness is expressed by the concepts of criminal recidivism and modus operandi. It was also concluded that these arguments reproduce class and race stereotypes, since they use mechanisms to naturalize the group most affected by the net of the criminal justice system (young black men), depriving them of the enjoyment of citizenship and protection of fundamental rights.

Resumo Este artigo busca analisar a atuação da Controladoria Geral da União (CGU) no governo Bolsonaro, no que se refere ao incentivo à accountability social, bem como identificar as perspectivas de construção de processos democráticos com a sociedade civil a partir da nova estrutura da CGU, que está sendo alterada desde o início do governo Lula. Diante disso, são estudadas três organizações da sociedade civil que têm atuado em parceria com a CGU: o Instituto de Fiscalização e Controle (IFC), o Observatório Social do Brasil (OSB) e os Amigos Associados de Ribeirão Bonito (Amarribo). Além disso, utiliza-se metodologia qualitativa baseada em análise documental, revisão bibliográfica e entrevistas semiestruturadas realizadas com burocratas da CGU e com representantes das organizações da sociedade civil. A governança pública tem sido uma preocupação compartilhada na relação entre Estado e sociedade, em especial com a CGU se destacando na promoção do controle social. Apesar dos avanços observados, há desafios gerados por problemas estruturais, dificuldades de financiamento e desarticulação das ações em rede, o que se agravou com a pandemia de Covid-19 e o desmonte de políticas gerado pelo governo anterior. Porém, a partir de 2023, a CGU, com uma nova estrutura institucional, tem atuado no sentido de se reaproximar da sociedade civil, procurando formas e estratégias para estimular a accountability social.

Abstract This paper aims to analyze the performance of Brazil’s Office Comptroller General (CGU) in the Bolsonaro Government concerning encouraging social accountability, as well as identifying the prospects for building democratic processes with civil society based on the new structure of the CGU, which has been changed since the beginning of the new Lula Government. In this sense, we also study three civil society organizations that have been working in partnership with the CGU, such as the Instituto de Fiscalização e Controle (IFC), the Observatório Social do Brasil (OSB), and the Amigos Associados de Ribeirão Bonito (Amarribo). Furthermore, we use a qualitative methodology based on document analysis, literature review, and interviews with CGU bureaucrats and representatives of civil society organizations. Despite the progress, there are challenges generated by structural problems, funding difficulties, and the disarticulation of network actions, which has been aggravated by the Covid-19 pandemic and the dismantling of policies generated by the previous government. However, since 2023, CGU, with a new institutional structure, has been working to get closer to civil society, looking for ways and strategies to stimulate social accountability.

Resumo Apesar de Niklas Luhmann não ter produzido uma obra com um objetivo crítico, sua teoria sociológica guarda potenciais inexplorados que podem ser utilizados para avançar análises críticas de dimensões sociais variadas (economia, direito, política etc.). Escolhemos, aqui, utilizar esses potenciais para observar as possibilidades de se fazer uma crítica referente à dimensão do sistema dos meios de comunicação de massa. Argumentamos que, nela, a crítica se revela (1) na constatação da arbitrariedade dos valores sociais que os veículos de comunicação constroem e (2) na ignorância da pluralidade comunicativa da modernidade, o que por sua vez (3) permite enxergar a teoria de Luhmann como uma reveladora de absurdos.

Abstract Although Niklas Luhmann did not produce a work with a critical objective, his sociological theory holds unexplored potential that can be used to advance critical analyzes of various social dimensions (economics, law, politics, etc.). We chose, here, to use these potentials to observe the possibilities of making a critique regarding the dimension of the mass media system. We argue that, in it, criticism reveals itself (1) in the observation of the arbitrariness of the social values that the media construct and (2) in the ignorance of the communicative plurality of modernity, which in turn (3) allows us to see the theory of Luhmann as one that reveals absurdities.

Resumo O conceito de experiência, conforme sugerido pelo pragmatismo, obriga a pensar a atividade conjuntamente com a passibilidade. O objetivo do artigo é fundamentar a centralidade desta última na criação artística e pensar sob que modalidades ela é vivida pelos pintores no gesto pictórico. A partir de uma pesquisa etnográfica efetuada numa instituição de apoio social e psiquiátrico onde decorre um ateliê de pintura com o fito de capacitar os seus utentes, concluímos que a passibilidade (i) pode voltar-se para o exterior durante o processo pictórico, ou (ii) para o interior, dando azo a um momento introspectivo que serve como mote para pintar. Demonstramos, assim, que passibilidade e atividade se encontram intrinsecamente acopladas na pintura.

Abstract The concept of experience, as suggested by pragmatism, forces us to think about activity together with passibility. The objective of the article is to substantiate the centrality of the latter in artistic creation and to think under what modalities it is experienced empirically by painters in the pictorial gesture. Based on ethnographic research carried out in a social and psychiatric support institution where there is a painting studio with the aim of empowering its users, we conclude that passibility (i) can turn outwards during the pictorial process, or (ii) towards the interior, giving rise to an introspective moment that serves as a motto for painting. We thus demonstrate that passivity and activity are intrinsically coupled in painting.

Resumo O trabalho analisa sete processos-crime da década de 1980 instaurados pela Justiça Pública da comarca de Belém de São Francisco contra agricultores de maconha, provavelmente os primeiros processos desse tipo. Baseada em teorias de Fluxo de Processos, a análise sugere que a morosidade no cumprimento dos atos processuais inviabilizou a condenação dos réus. Os processos parecem revelar que o objetivo das ações judiciais não se concentrava no desmantelamento de grupos ou agentes criminosos que atuavam no sentido de estruturar a atividade ilícita, nem em punir mais veementemente os indivíduos incriminados. Por fim, o artigo explora as contradições inerentes às prioridades das políticas de drogas estabelecida pelo ditadura civil-militar, por meio da lei 6368/76, com a ação do judiciário da referida comarca. O tipo de ação desempenhava mais uma função política de propaganda de combate a esses cultivos do que propriamente uma ação de extermínio das referidas atividades.

Abstract The paper analyzes seven legal cases from the 1980s brought by the Public Justice of the district of Belém de São Francisco against Cannabis farmers, probably the first cases of this kind. Based on theories of the Flow of the Justice System, the analysis indicates that the slowness in the execution of procedural acts made the conviction of the defendants unfeasible. The cases seem to reveal that the objective of the legal actions was not focused on dismantling criminal groups or agents who acted to structure illicit activity or to punish incriminated individuals more vehemently. Finally, the article explores the inherent contradictions in the priorities of drug policies established by the civil-military dictatorship through law 6368/76, in conjunction with the actions of the judiciary in the analyzed jurisdiction. The type of legal action performed more of a political propaganda function to combat these crops than an action to exterminate said activities.
