Cadernos EBAPE.BR is an online journal focused on the field of Administration, maintained by the Brazilian School of Public and Business Administration of the Getulio Vargas Foundation (FGV EBAPE). Previously called Cadernos EBAP, it publishes entirely original articles, and its current frequency is annual.

Its objective is to promote the debate of relevant topics in Administration based on interdisciplinary and critical perspectives. The target audience of Cadernos EBAPE.BR includes professors, researchers, and undergraduate and graduate students in Administration and related fields, as well as administration professionals in Brazil and abroad.

The editorial line of Cadernos EBAPE.BR aims to establish a free access space for academic debate through the publication of empirical research, theoretical essays, case studies, and bibliographic reviews related to the field of Administration, whose themes are focused on the discussion of the organizational field, privileging debate and the plurality of ontologies, epistemologies, methodologies, and theoretical approaches in organizational studies.

The abbreviated title of the journal is Cad. EBAPE.BR and should be used in bibliographies, footnotes, references, and bibliographic captions.

Cadernos EBAPE.BR follows the Open Access model, allowing virtual access, without restriction (including financial restrictions), to all scientific texts published by the journal. There are no fees charged for reading, downloading, or subscribing by users or their institutions.

The journal follows the Creative Commons (CC BY) standard, which allows remixing, adaptation, and creation of derivative works from the original, even for commercial purposes. New works must contain attribution to the author(s) in the credits.

Authors retain the copyright of their academic works and grant Cadernos EBAPE.BR the right of first publication. Simultaneously, the works are licensed under the Creative Commons (CC BY).

Cadernos EBAPE.BR is aligned with the guidelines of the Directory of Open Access Journals (DOAJ), allowing free and immediate access to the work and permitting any user to read, download, copy, distribute, print, search, or link to the full text of the articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose.

This journal offers free and immediate access to its content, following the principle that making scientific knowledge freely available to the public provides greater global democratization of knowledge.

Open Science aims to promote the openness and sharing of scientific knowledge between the global scientific community and society at large. By facilitating access to scientific knowledge, it seeks to stimulate cooperation, data reuse, and the inclusion of all stakeholders. In promoting Open Science practices, Cadernos EBAPE.BR aligns itself with the following:

• Follows the Gold Open Access model;
• Makes its content available through open access;
• Does not charge authors fees for editing, submission, or publication (Article Processing Charges - APCs);
• Accepts the submission of manuscripts already made available on reliable preprint servers (e.g., SciELO Preprints, SSRN, OSF Preprints, Zenodo, arXiv, PeerJ Preprints, SOC ARXIV);
• Recommends that authors make research data (Open Data) and materials (Open Materials) available in data repositories (e.g., Zenodo, Mendeley Data, and Harvard Dataverse);
• Requests the Open Science Compliance Form from authors at the time of submission;
• Requires the unique ORCID identification of all authors in the affiliations;
• Requires articles to report each author's contribution according to the CRediT standard (Contributor Roles Taxonomy);
• Publishes the names of the Editor(s) responsible for the peer review process in all articles;

The publishing process involves several stages that require judgment, such as editorial decisions, peer review, and the investigation of potential research misconduct. These judgments can be influenced by conflicts of interest, making it essential for journals to adopt policies to prevent and manage them. These policies must encompass all participants in the editorial process, such as editors, the editorial team, the editorial board, reviewers, the editorial office, and authors, specifying which interests must be declared and how potential conflicts of interest should be handled.

Cadernos EBAPE.BR, as a journal with national and international scope, is based on the ethical conduct provided for in the regulations of the Committee on Publication Ethics (COPE), Scopus, Scientific Electronic Library Online (SciELO), Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP), Comissão de Integridade na Atividade Científica, Fórum de Ciências Humanas, Sociais, Sociais Aplicadas, Linguística, Letras e Artes (FCHSSALLA),and the National Association of Graduate Studies and Research in Administration (ANPAD). Cadernos EBAPE.BR complies with and signs the San Francisco Declaration (DORA) and the Code of Ethics and Conduct of the Getulio Vargas Foundation (FGV).

Each member of the Editorial Structure of the journal assumes responsibilities grounded in ethical conduct with regard to gender relations, religion and politics, guaranteeing their neutrality throughout the editorial process.

Actions Applied by the Journal in Accordance with Ethical Standards

Mandatory ethical guidelines for authors: The author(s) must follow ethical and conduct guidelines, under penalty of sanctions applied by the editor and editorial team, who reserve the right to suspend or revoke publication privileges at any stage of the editorial process.

Authors must present an accurate account of the work performed, an objective discussion of its significance, and sufficient details and references to allow others to replicate the experimental part. Authors must be prepared, if requested, to provide the raw data related to the submitted manuscript and to provide access to such data within a reasonable timeframe.

Authors must ensure that their work is entirely original and has not been previously published in any other language (except for papers presented at scientific conferences, theses, dissertations, and preprints — which must be properly referenced when this is the case). Generally, authors should not publish texts that describe essentially the same research in more than one publication. Authors must cite all publications that have influenced the nature of their work and always highlight the contribution of other authors.

The literature review must also be objective, comprehensive, and provide accurate explanations regarding the state of the art. The corresponding author must ensure that there is full consensus among all co-authors regarding the approval of the final version of the document and its submission for publication.

Authorship should be limited to those who have made a significant contribution to the research reported in the text. Whenever there are other elements that contributed to the research, they should be listed in the acknowledgments or explicitly mentioned as contributors in an appropriate note. The corresponding author is responsible for keeping co-authors informed about the review process. If the text is accepted, all authors are required to provide a signed statement confirming that the research work is original.

Whenever an author discovers a significant error or inaccuracy in a published text, they must immediately inform Cadernos EBAPE.BR and cooperate to retract or correct the text. If the journal learns from a third party that a published work contains a major error, the author must cooperate to retract or correct the text, or provide evidence of the accuracy of the original work.

All authors must disclose in their manuscript any financial or other conflicts of interest that could be construed to influence the results or interpretation of their manuscript. If authors are aware that organizations or institutions providing support for the work or the authors' salaries have received any grants from other institutions or companies involved or having an interest in the described work, such information must be declared. Institutions must also declare any relevant patents, whether pending or granted. The role of all funding sources in the work must be described, including whether they were involved in the decision to submit the manuscript for publication.

Examples of competing interests include, but are not limited to: financial, share ownership, paid employment, board membership, patent applications (pending or granted), research grants (from any source), travel grants, honoraria for speaking or participating in meetings, and gifts; personal, affiliation with lobbying organizations, relationships with editors, the editorial board of Cadernos EBAPE.BR, or potential reviewers of the article; professional, acting as an expert witness, membership on a government advisory board, relationships with funding organizations and bodies, or writing for an educational company.

Authors reporting results of original research must present an accurate account of the work performed, as well as an objective discussion of its significance. Underlying data must be represented accurately in the paper. An article must contain sufficient details and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

An author should not, in general, publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal simultaneously constitutes unethical publishing behavior and is unacceptable.

Proper acknowledgment of the work of others must always be given. Authors must cite publications that have been influential in determining the nature of the reported work.

Authorship of a manuscript should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be named in the acknowledgments section. The corresponding author must ensure that all appropriate co-authors (according to the definition above) and no inappropriate co-authors are included in the author list of the manuscript, and that all co-authors have seen and approved the final version of the paper and agreed to its submission for publication.

Mandatory ethical guidelines for editorial board, editorial policy committee, and reviewers: Members of the editorial board, the editorial policy committee, and reviewers involved in evaluating manuscripts assigned to them must not have any conflicts of interest related to the research and/or its funders. They must not act in a personal capacity and must maintain appropriate conduct when presenting their arguments and recommendations to the author(s). They should only accept manuscripts for evaluation that fall within their field of expertise, ensuring the delivery of a coherent and relevant review.

Reviewers must evaluate manuscripts objectively, and their remarks must be clearly substantiated so that authors can use them to improve the text. Reviewers advise the editor(s) regarding the acceptance or rejection of submitted manuscripts.

Any reviewer who feels unqualified to evaluate the submitted manuscript or who is unavailable to complete the review promptly must notify the journal and decline the review process.

Reviewers must evaluate manuscripts based solely on their content, and their comments must be respectful, expressing their viewpoints in a clear and well-reasoned manner.

Reviewers should identify relevant published work that has not been cited by the authors, and any statement that an observation, source, or argument has been previously reported must be accompanied by the respective citation.

Reviewers must also alert the journal to any substantial similarity or overlap between the manuscript under consideration and any other published work of which they have personal knowledge, in order to prevent plagiarism.

Cadernos EBAPE.BR uses a double-blind peer-review process. Submitted manuscripts must be treated as confidential documents and must not be shown to or discussed with others.

Independent of the screening performed by reviewers, the Cadernos EBAPE.BR team will subject manuscripts to similarity detection software, utilizing Crossref Similarity Check.

Based on Scopus ethical and misconduct guidelines, the editor will take reviewer misconduct seriously and will pursue any allegations of breach of confidentiality, non-declaration of conflicts of interest (financial or non-financial), inappropriate use of confidential material, or delaying peer review for competitive advantage. Allegations of severe reviewer misconduct, such as plagiarism, will be escalated to the institutional level.

Mandatory ethical guidelines for editorial team (editor-in-chief, coeditor, associate editors, guest editors, editorial assistant, editorial assist, and editorial support) and author(s): The editorial staff must preserve the anonymity of all involved in the editorial process and must not present conflicts of interest related to the rejection or approval of manuscripts.

The editorial team must preserve the anonymity of everyone involved in the editorial process and must not have any conflicts of interest regarding the rejection or approval of manuscripts throughout the editorial process.

Any unpublished material disclosed in a submitted manuscript must not be used by any member of the editorial team in their own research.

The editorial team must not disclose any information about a submitted manuscript to anyone other than the authors, reviewers, and editors, as appropriate.

Editors must evaluate manuscripts solely on their scientific merit and decide which submitted texts can be published, complying with the respective editorial policy, without regard to the authors' race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy.

Editors are responsible for deciding which of the manuscripts submitted to the journal should be published. The publication decision must be guided by the journal's policies and based exclusively on academic merit and the recommendations of the journal's reviewers.

The contents of signed articles are the exclusive responsibility of the authors. Upon submitting the article, the author(s) guarantee(s) that it contains no violation of any copyright or other rights of third parties. The journal follows the Creative Commons (CC BY 4.0) standard, which allows remixing, adaptation, and creation of derivative works from the original.

- Plagiarism

Cadernos EBAPE.BR uses content similarity verification software (Crossref Similarity Check) and relies on the collaboration of peer reviewers to identify any substantial similarities between manuscripts and previously published articles.

- Editorial Transparency

All stages of the editorial process, including estimated timelines, are detailed in the flowchart available on the journal’s website for consultation by internal and external stakeholders (editorial board, authors, and readers). Annual statistical data are also accessible to regulatory and indexing bodies, as well as the academic community at large.

- Article Originality

Cadernos EBAPE.BR considers plagiarism, unacknowledged self-plagiarism, duplicate publication, redundant publication, simultaneous submission to another journal, and the copyright infringement of protected works to be unacceptable.

Articles submitted must be original, nationally and internationally, not being under consideration for publication and/or published in any other journal, except for works presented at scientific conferences, theses, dissertations, and preprints.

- Statement of Responsibility and Copyright

Before official publication, the journal sends the final version of the manuscript for publication approval by the author(s), along with the Declaration of Responsibility and Copyright for signature and validation.

- Retraction

Content published in Cadernos EBAPE.BR may be corrected or retracted after publication. Corrections may be published to rectify major errors made by the author or the journal that affect the scientific integrity of the publication, the publication record, or the reputation of the author or Cadernos EBAPE.BR.

Cadernos EBAPE.BR will retract publications if they constitute plagiarism, contain unauthorized material or data, if copyright has been infringed, if there are serious legal issues (e.g., slander, defamation, privacy), or if the publication reports research that is unethical (e.g., research conducted without the necessary ethical reviews or in violation of ethical approvals).

Based on Scopus guidelines, Cadernos EBAPE.BR will respond to all allegations or suspicions of research or publication misconduct raised by readers, reviewers, or editorial team members. Cases of potential plagiarism or duplicate/redundant publication will be evaluated by the journal. In other cases, the journal may request an investigation by the authors' institution or other appropriate bodies.

The procedures adopted by Cadernos EBAPE.BR for recording and publishing erratum, retractions, and addendum are based on the standards presented by SciELO, which follow the guidelines of the leading ethics, indexing, and scientific publishing committees. The primary source for the journal's field of study is the COPE Retraction Guidelines.

- Self-Archiving

Cadernos EBAPE.BR permits and encourages the self-archiving of scientific papers by their authors, contributing to enhancing the dissemination, visibility, and impact of published research. Depositing may be carried out in institutional repositories, thematic repositories, government repositories, personal homepages, institutional websites, and academic platforms that accept article deposits.

When archiving, authors must provide the full bibliographic reference of the publication, include the article's DOI, indicate that the originally published version is available in the journal, and respect the terms of the Creative Commons (CC BY) adopted by the journal.

The self-archiving policy of Cadernos EBAPE.BR is available on SHERPA/RoMEO, an international service maintained by Jisc that aggregates information regarding the sharing and open-access archiving policies of scientific journals.

Mandatory Ethical Guidelines Regarding Human and Animal Rights: all research must have been conducted within an appropriate ethical framework. If it is suspected that the work was not carried out within an appropriate ethical framework, editors may reject the manuscript and/or contact the ethics committee. On rare occasions, if the editorial team has serious concerns about the ethics of a study, the manuscript may be rejected on ethical grounds even if approval from an ethics committee has been obtained.

When the article involves procedures with human subjects or sensitive data under the LGPD (General Data Protection Law), authors must attach an approval statement from the ethics committee of the institution responsible for approving the research. We suggest that the statement comply with the Declaration of Helsinki.

Mandatory Ethical Guidelines Regarding the Use of Artificial Intelligence (AI): this policy follows the principles and guidelines of the Committee on Publication Ethics (COPE) and internationally accepted best practices for ethical and transparent academic publishing.
Cadernos EBAPE.BR is committed to the highest standards of research integrity, transparency, and author accountability. Artificial intelligence technologies may be used in the manuscript preparation process solely as support tools. They must not replace human intellectual contribution, critical thinking, scientific judgment, or author responsibility. Authors remain fully and exclusively responsible for the intellectual content of their manuscripts, including any content generated or assisted by AI tools, in accordance with COPE guidelines. AI tools cannot meet authorship criteria and, therefore, must not be listed as authors or co-authors.

The limited and responsible use of AI tools may be acceptable for purposes such as: (i) improving language quality, clarity, and readability; (ii) correcting minor grammatical, spelling, and stylistic issues; and (iii) assisting in editing or restructuring text originally written by the authors. If there is any other type of AI use beyond this, the journal must be informed at the time of submission.

In all cases, AI tools must be used under significant human supervision, and the final manuscript must reflect the author’s own scientific reasoning, interpretation, and conclusions, as well as the duty of accountability, which AI systems cannot assume according to COPE guidelines.
The use of AI tools is not permitted for: (i) generating original research findings, hypotheses, or scientific interpretations; (ii) creating, fabricating, falsifying, or manipulating data, analyses, tables, figures, references, or citations; (iii) producing discussion or conclusion sections without substantial and demonstrable human intellectual input; or (iv) replacing author responsibility or accountability for the work.

Authors must explicitly disclose any use of generative AI or AI-assisted technologies during the preparation of the manuscript. The disclosure must specify the name of the tool used and the purpose for which it was utilized. This statement may be included in the manuscript or in a cover letter submitted at the time of submission. The use of basic tools exclusively for grammar, spelling, or reference formatting does not require disclosure, in accordance with COPE and ICMJE guidelines and recommendations.
If concerns arise regarding the undisclosed, inappropriate, or unethical use of AI tools, the editorial team may request clarification or additional information from the authors, require revisions to ensure compliance with ethical standards, or reject the manuscript in cases of serious or unresolved violations of publication ethics. All actions will be conducted following fair, transparent, and documented editorial procedures.

Given the rapid evolution of AI technologies, this policy may be revised and updated periodically to ensure continuous alignment with ethical standards and best editorial practices.

Publication Ethics and Misconduct Guidelines: Cadernos EBAPE.BR is committed to preserving the integrity, quality, and transparency of scientific communication. The journal adopts the recommendations of the Principles of Transparency and Best Practice in Scholarly Publishing (COPE) and the guidelines of the Publication Ethics and Malpractice Statement (Scopus).
All participants in the editorial process—authors, reviewers, and the editorial team—must observe the principles of honesty, impartiality, accountability, transparency, and respect for research ethics.

The editorial team of Cadernos EBAPE.BR is responsible for ensuring that decisions regarding manuscripts are made solely based on their scientific merit, originality, relevance, methodological rigor, and adherence to the journal's scope, without discrimination regarding the authors' nationality, gender, race, sexual orientation, religious belief, institutional affiliation, or political stance.

The editors of Cadernos EBAPE.BR must guarantee an impartial and confidential editorial process; select qualified reviewers who are free from conflicts of interest; take appropriate measures when scientific misconduct is suspected; preserve the integrity of the scientific record; publish corrections, retractions, or editorial expressions of concern whenever necessary; and avoid conflicts of interest, recusing themselves from editorial decision-making when such conflicts exist.

Editorial decisions are made independently of the hosting institution, sponsors, advertisers, or any commercial, institutional, or political interests, thereby preserving the journal's scientific autonomy.
Authors submitting manuscripts to Cadernos EBAPE.BR must commit to submitting only original work (except for papers presented at scientific conferences, theses, dissertations, and preprints); present data obtained ethically and with integrity; adequately describe the methods employed; correctly cite all sources used; declare conflicts of interest; disclose funding sources (if any); and promptly notify the editorial office if significant errors are identified after publication.

All authors must have contributed significantly to the research, approve the final version of the manuscript, and assume responsibility for the published content.
Reviewers evaluating manuscripts for Cadernos EBAPE.BR must commit to: assessing manuscripts objectively, constructively, and with proper substantiation; respecting the confidentiality of the editorial process; declaring conflicts of interest; reporting suspicions of plagiarism, redundant publication, data manipulation, or other irregularities; and meeting agreed deadlines or communicating their inability to complete the review.

Any form of fabrication, falsification, selective omission, or manipulation of data, images, results, or scientific evidence is strictly prohibited. If significant inconsistencies are identified, the editorial team may request the original research data for analysis.

The journal adopts technical policies and mechanisms designed to ensure the permanent availability of published scientific content, even in the event of platform or infrastructure changes. This practice aligns with Scopus guidelines, which recommend that journals transparently disclose how they guarantee the preservation, continuous availability of their content, and ethical conduct.

Cadernos EBAPE.BR maintains that authorship must reflect a significant scientific contribution. Practices such as honorary authorship, guest authorship, or ghost authorship are not accepted. Any changes to authorship after submission will result in the archiving of the manuscript.
Cadernos EBAPE.BR considers that generative artificial intelligence tools may be used to assist with drafting, linguistic revision, or translation, provided that their use is declared by the authors when relevant. AI tools cannot be listed as authors of the manuscript. Authors remain fully responsible for the accuracy, originality, and integrity of the presented content.

Cadernos EBAPE.BR requires authors, reviewers, and editors to declare any financial, professional, institutional, personal, or academic conflicts of interest that could influence the editorial process. When necessary, the editorial office will take measures to ensure the impartiality of the evaluation.

Cadernos EBAPE.BR requires authors to disclose all funding sources related to the research and describe, where applicable, the role of the funder in the planning, execution, analysis, or writing of the study, in accordance with Scopus guidelines.

All manuscripts and documents within the editorial process are treated as confidential. Information obtained during evaluation may not be used for personal benefit or disclosed without authorization.

When necessary to preserve the integrity of the scientific record, the journal may publish errata, retractions, and addenda; these procedures follow COPE recommendations.

Every suspicion of misconduct will be analyzed by the editorial office in an impartial, confidential, and evidence-based manner. During the investigation, clarifications, supplementary documents, and original data may be requested from the authors. Depending on the case, measures may include: rejection of the manuscript; suspension of the editorial process; publication of corrections; retraction of the article; or communication to the responsible institutions or funding agencies, when appropriate.

Authors may appeal editorial decisions by providing a reasoned justification. Complaints regarding the editorial process, the conduct of editors or reviewers, as well as potential ethical violations, will be analyzed by the editorial team independently, impartially, and confidentially. These procedures follow the recommendations of the Principles of Transparency and Best Practice in Scholarly Publishing (COPE).

Anyone may report suspicions of scientific misconduct or violations of these guidelines through the journal's official channels. All statements will be reviewed confidentially and in accordance with COPE recommendations.

Manuscripts submitted for review to Cadernos EBAPE.BR must be original (both nationally and internationally) and must not be under consideration for publication and/or published in any other journal, with the exception of papers presented at scientific conferences, theses, dissertations, and preprints.

Cadernos EBAPE.BR follows the basic guidelines of the Commission for Integrity in Scientific Activity of the National Council for Scientific and Technological Development (CNPq) and highly recommends their careful reading.

All submitted articles are screened by the editor-in-chief, co-editor, and associate editors, who examine the suitability of the work regarding the journal's editorial scope. They reserve the right to reject an article—without the need to provide peer review reports—if it is not close to the theoretical-empirical frontier of public themes or if it fails to respect the basic principles and guidelines of responsible scholarly communication.

Articles approved in the Desk Review stage will undergo a double-blind peer review process, being analyzed by at least two external reviewers blindly (without the identification of either authors or reviewers), followed by the issuance of their reports. The Cadernos EBAPE.BR editorial flowchart is available here.

During the evaluation process, the journal offers the responsible reviewers the option to disclose their identities and publish their reviews. Upon this authorization, Cadernos EBAPE.BR will publish Peer Review Reports containing the identification and/or the reviewers' comments, as well as the names of the editor(s) responsible for the article's evaluation process.

Once approved for publication, the article undergoes editing, where it is subject to proofreading, grammar review, and verification of APA (American Psychological Association) standards. The final version is sent to the author(s) for formal approval before publication, after which no further modifications will be accepted. Following this approval, the author(s) will be requested to provide a translation of the article. After this stage is finalized, the article proceeds to electronic publication on the journal’s portal and to indexing databases.

Cadernos EBAPE.BR recommends that authors make their research data (Open Data) and research materials (Open Materials) available in data repositories (e.g., Zenodo, Mendeley Data, and Harvard Dataverse), contributing to data storage, access, and sharing. We also recommend that the data used (whether the authors' own or from third parties) be cited and included in the references. All articles published in the journal will contain a data availability statement (indicating whether the research data set is available and where to access it).

Cadernos EBAPE.BR does not charge Article Processing Charges (APCs), submission fees, or publication fees to authors, and it provides all content through open access at no cost.

Content published in Cadernos EBAPE.BR may be corrected or retracted after publication. Corrections may be published to rectify major errors made by the author or the journal that affect the scientific integrity of the publication, the publication record, or the reputation of the author or Cadernos EBAPE.BR.

Cadernos EBAPE.BR will retract publications if they constitute plagiarism, contain unauthorized material or data, if copyright has been infringed, if there are serious legal issues (e.g., slander, defamation, privacy), or if the publication reports research that is unethical (e.g., research conducted without the necessary ethical reviews or in violation of ethical approvals).

Based on Scopus guidelines, Cadernos EBAPE.BR will respond to all allegations or suspicions of research or publication misconduct raised by readers, reviewers, or editorial team members. Cases of potential plagiarism or duplicate/redundant publication will be evaluated by the journal. In other cases, the journal may request an investigation by the authors' institution or other appropriate bodies.

The procedures adopted by the journal for the registration and publication of errata, retractions, and addendum are based on the standards presented by SciELO, which follow the guidelines of the leading committees on ethics, indexing, and scientific publication. The primary source within the journal’s field is the COPE (Committee on Publication Ethics) retraction guidelines. Furthermore, Cadernos EBAPE.BR is based on the guide of best practices for strengthening ethics in scientific publication.

Conflicts of interest may be personal, commercial, political, academic, or financial in nature. They may occur when authors, reviewers, or editors have interests that could influence the preparation or evaluation of manuscripts. Upon submitting a manuscript, authors are responsible for acknowledging and disclosing any financial or other conflicts that may have influenced the work. If a conflict of interest exists, even potentially, the author(s) must disclose it in a specific signed document attached to the submission platform. 

All authors must disclose in their manuscript any financial or other conflicts of interest that could be construed to influence the results or interpretation of their manuscript. If authors are aware that organizations or institutions providing support for the work or the authors' salaries have received any grants from other institutions or companies involved or having an interest in the described work, such information must be declared. Institutions must also declare any relevant patents, whether pending or granted. The role of all funding sources in the work must be described, including whether they were involved in the decision to submit the manuscript for publication.

Examples of competing interests include, but are not limited to: financial, share ownership, paid employment, board membership, patent applications (pending or granted), research grants (from any source), travel grants, honoraria for speaking or participating in meetings, and gifts; personal, affiliation with lobbying organizations, relationships with editors, the editorial board of Cadernos EBAPE.BR, or potential reviewers of the article; professional, acting as an expert witness, membership on a government advisory board, relationships with funding organizations and bodies, or writing for an educational company.

Cadernos EBAPE.BR uses content similarity verification software (Crossref Similarity Check) for all articles submitted to the journal.

Cadernos EBAPE.BR complies with the Guide to the Use of Artificial Intelligence Tools and Resources in Research Communication on SciELO and maintains that only humans can be recognized as authors and must assume public responsibility for their work. AI tools cannot be listed as authors in any article submitted to or published by the journal.

The use of basic tools for grammar and spelling checks, reference management, and similar tasks is permitted and does not require disclosure. If any other form of Artificial Intelligence (AI) is utilized, the journal must be informed at the time of submission. The use of AI in the creation of images or graphic elements within the article must be specified throughout the text, as must its use in the translation of the article into another language.

The limited and responsible use of AI tools may be acceptable for purposes such as: (i) improving language quality, clarity, and readability; (ii) correcting minor grammatical, spelling, and stylistic issues; and (iii) assisting in editing or restructuring text originally written by the authors. If there is any other type of AI use beyond this, the journal must be informed at the time of submission.

In all cases, AI tools must be used under significant human supervision, and the final manuscript must reflect the author’s own scientific reasoning, interpretation, and conclusions, as well as the duty of accountability, which AI systems cannot assume according to COPE guidelines.

The use of AI tools is not permitted for: (i) generating original research findings, hypotheses, or scientific interpretations; (ii) creating, fabricating, falsifying, or manipulating data, analyses, tables, figures, references, or citations; (iii) producing discussion or conclusion sections without substantial and demonstrable human intellectual input; or (iv) replacing author responsibility or accountability for the work.
Authors must explicitly disclose any use of generative AI or AI-assisted technologies during the preparation of the manuscript. The disclosure must specify the name of the tool used and the purpose for which it was utilized. This statement may be included in the manuscript or in a cover letter submitted at the time of submission. The use of basic tools exclusively for grammar, spelling, or reference formatting does not require disclosure, in accordance with COPE and ICMJE guidelines and recommendations.

If concerns arise regarding the undisclosed, inappropriate, or unethical use of AI tools, the editorial team may request clarification or additional information from the authors, require revisions to ensure compliance with ethical standards, or reject the manuscript in cases of serious or unresolved violations of publication ethics. All actions will be conducted following fair, transparent, and documented editorial procedures.

Given the rapid evolution of AI technologies, this policy may be revised and updated periodically to ensure continuous alignment with ethical standards and best editorial practices.

The. Cadernos EBAPE.BR editorial team, as well as authors publishing in the journal, must always observe the Sex and Gender Equity in Research (SAGER) guidelines. The SAGER guidelines comprise a set of procedures that guide the reporting of sex and gender information in study design, data analysis, and the results and interpretation of findings. Additionally, Cadernos EBAPE.BR adheres to a gender equity policy in the formation of its editorial board.

When the article involves procedures involving human subjects or sensitive data under the General Data Protection Law (LGPD), authors must attach a statement of approval from the ethics committee of the institution responsible for approving the research. We suggest that the statement comply with the Declaration of Helsinki.

Authors of articles published by Cadernos EBAPE.BR retain the copyright to their work, licensing it under the Creative Commons Attribution CC BY 4.0 license. This allows articles to be reused and distributed without restriction, provided that the original work is properly cited.

Originality of the Manuscript: Articles, book reviews, and Case Studies & Teaching submitted must be original, both nationally and internationally. They must not be under consideration for publication and/or published in any other journal or media outlet, with the exception of works previously presented in Conference Proceedings.

The content of signed articles is the sole responsibility of the authors. By submitting a manuscript, the author(s) guarantee(s) that it does not infringe upon any copyright or other third-party rights. Citing portions of articles without prior authorization is permitted, provided that the source is properly identified.

Only manuscripts that comply with these submission guidelines and have been submitted through the online system will be forwarded for blind review by the editorial board. This procedure also applies to book reviews and Case Studies & Teaching.

Book Reviews: These are critical reviews of books and scientific publications (national or foreign) within the field of Administration. A review must summarize, analyze, compare, and offer an expert opinion on the work, providing a theoretical or scientific contribution to the field. Rather than merely announcing a publication, it must offer critical analysis.

The first page must contain the title, names of the authors, and editorial data of the reviewed work (city, publisher, year, total pages, and ISBN), without identifying the review's author. The review must not exceed 3 pages and must include a scan of the book cover on the final page.

Case Studies & Teaching: These documents must follow the journal's standard rules regarding word count and formatting. The work must be divided into two distinct parts: the case itself and the teaching and/or research notes.

Invited Articles: These are works written at the specific request or invitation of the Cadernos EBAPE.BR editors. They may include articles, introductions, notes, and commentaries on contemporary themes.

Calls for Papers: Thematic sections with specific submission requirements. Calls for Papers will be announced in advance and, when available, will be listed here.

Bilingual Publication Policy

To promote the internationalization of Cadernos EBAPE.BR, starting from v. 16, n. 1 (2018), all articles are published bilingually. The translation of the approved manuscript is the sole responsibility of the author(s):

Original in Portuguese - Translation into English;

Original in English - Translation into Portuguese;

Original in Spanish - Translation into English.

During the submission process, via the ScholarOne Manuscripts system, authors must:

• Specify authorship contribution based on the CRediT (Contributor Roles Taxonomy) framework.
• Declare whether or not any conflict of interest exists (and disclose it if applicable). A conflict of interest is understood as any personal, intellectual, commercial, political, academic, or financial issue. Conflicts of interest may occur when authors, reviewers, or editors have interests that could influence the preparation or evaluation of manuscripts.
• Designate a corresponding author.
• Enter data for all authors at the time of submission (contact email, institutional affiliation, city, state, and country).
• Include the ORCID iD for all author(s).

• All manuscripts submitted to Cadernos EBAPE.BR must be original (both nationally and internationally) and must not be under consideration for publication and/or published in any other journal. • The editorial process of Cadernos EBAPE.BR, from manuscript submission to approval for publication, involves multiple parties. Therefore, compliance with the ethical standards applied by the journal is indispensable at all stages of the editorial process. • Cadernos EBAPE.BR recommends that authors make their data (Open Data) and research materials (Open Materials) available in data repositories (e.g., Zenodo, Mendeley Data, and Harvard Dataverse) to facilitate storage, access, and data sharing. We also recommend that the data used (whether your own or from third parties) be cited and included in the references. All articles published in the journal will include a Data Availability Statement (indicating whether the research dataset is available and where to access it).
• The maximum number of authors per article is 4 (four). No changes (inclusions, exclusions, or substitutions) to authorship are permitted after the desk review and double-blind review stages. Failure to comply may result in the submission being archived at its current stage.
• The journal limits the number of article submissions per author to 2 (two) per year, regardless of their authorship position. This rule also applies to Calls for Papers.
• All manuscripts must be submitted via the ScholarOne Manuscripts system and must include the ORCID iD for all authors, as well as author contributions based on CRediT (Contributor Roles Taxonomy) criteria. The journal will not accept manuscripts submitted by any other means.
• All articles approved for publication in Cadernos EBAPE.BR must be translated into their final version by the author(s). Submissions may be written in Portuguese (with translation into English), English (with translation into Portuguese), or Spanish (with translation into English). A Digital Object Identifier (DOI) will be assigned to both versions of the article.

Formatting Guidelines

Paper Size: A4 (29,7 x 21 cm).

Margins: Top: 3cm; Bottom: 2cm; Right: 2cm; Left: 3cm.

Font: Times New Roman, size 12.

Line Spacing: Single-spaced (including titles, abstracts, body text, citations, and references).

Paragraphs: Justified alignment.

Between 6,000 and 8,000 words, including abstracts, keywords, tables, illustrations, charts, notes, appendices, and bibliographic references.

Article Structure

Title of the article: articles must contain the title in Portuguese, English, and Spanish, the first one is the language of the paper; only the first word and proper names should start with a capital letter. On the next line, the title is translated into English and followed by Spanish, if the article is in Portuguese. Article written in English must provide a translation into Portuguese followed by Spanish. Article written in Spanish must present English translation, followed by the Portuguese.

Abstracts (Resumo, Abstract, Resumen): Each must have a maximum of 250 words and present the objective, approach, methodology, results, and conclusions in a single paragraph. They must follow the same language order as the titles, and do not include citations (direct or indirect).

Keywords (Palavras-chave, Keywords, Palabras clave): Minimum of 3 and maximum of 5, capitalized and separated by a comma and in the same language as the article.

In the text: this should begin below the items outlined above, without page breaks. The conventional order of a theoretical and empirical scientific article should be an introduction, theoretical and reference framework, methodology, results and analysis, conclusion, and references. Theoretical essays should be formatted in coherence with the approach adopted by the author.

The number of submissions: Cadernos EBAPE.BR limits authors to 2 (two) submissions per year, regardless of their authorship position. Resubmission of modified versions of rejected articles is not permitted.

Number of Authors: The maximum number of authors per article is 4 (four). No changes (removal, inclusion, or substitution) to authorship are allowed after online submission. Requests for changes will result in the archiving of the manuscript.

Identification of authors and co-authors: The manuscript file must not contain any identification of the author(s). If authorship can be identified within the text or references, the article will be archived.

Authors must be identified in a separate file containing: title, full name(s), institutional affiliation(s), current position(s), address, email, and academic background. Authors should be listed in order of their contribution.

Overlapping publication: the publication of two articles with considerable overlapping is not acceptable, even in different academic journals. Several publications with a single set of data can only be permitted: (a) if it is not possible to write a single article in a maximum of 30 pages; and (b) if the articles have different purposes and approaches. The editor must be informed upon submission if the article is in some form available online.

Submission of Manuscripts

Articles, bibliographic reviews, and case studies & teaching should be submitted through the ScholarOne Manuscripts submission system.

Identification must appear at the top, preceded by the designated label (Figure and/or Table), followed by its sequence number in Arabic numerals and the respective title. At the bottom of the illustration, authors must indicate the source (mandatory, even if the illustration was created by the author), legend, notes, and any other information necessary for comprehension (if applicable). It is essential that the digital asset be cited within the text. The image quality of all illustrations must be in high definition for clear viewing and reading, as should the font size used within them.

For the evaluation stage, authors may submit illustrations in PNG, JPEG, or similar formats. Should the manuscript be accepted for publication, the journal may request the files in an editable format for layout and typesetting purposes.

Since October 2020, Cadernos EBAPE.BR has adopted the American Psychological Association (APA) standards for citations and bibliographic references. When preparing their work, authors must use citations and references in accordance with the 7th edition of the APA Style guidelines.

During the submission stage, authors are required to provide the Open Science Compliance Form. It is mandatory to download, complete, and include this form with the submission. Through this document, authors inform the journal about the manuscript's compliance with Open Science communication practices.

At the time of manuscript submission, authors must disclose any funding sources that supported the work, including the names of sponsors and contract/grant numbers (if applicable), along with an explanation of the role played by these source(s). When relevant, authors must describe the role of the funder in the design, execution, analysis, or writing of the study, in accordance with Scopus guidelines.
