Brief Background
| The Brazilian Journal of Public Administration (RAP) is the oldest and one of the most influential public administration journals in Brazil and Latin America. Founded in 1967 and continuously published by FGV EBAPE, RAP welcomes multidisciplinary contributions on topics relevant to the field. Published in Portuguese, English, and Spanish, with around 600 submissions annually and steady growth in citations, the journal has established itself as one of the leading journals of the Global South. |
Open Access Policy

RAP follows the Open Access model, allowing virtual access without restrictions (including financial restrictions) to all scientific texts published by the journal. There are no fees charged to users or their institutions for reading, downloading, or subscribing. The journal follows the Creative Commons (CC BY) standard, which allows remixing, adapting, and building upon the original work, even for commercial purposes. New works must acknowledge the author(s) in the credits. Authors retain the copyright of their scholarly work and grant RAP the right of first publication. Simultaneously, the works are licensed under the Creative Commons (CC BY 4.0). RAP is aligned with the DOAJ (Directory of Open Access Journals) guidelines, permitting free and immediate access to the work and allowing any user to read, download, copy, distribute, print, search, or link to the full text of the articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose. |

Ethics in Publication
|
RAP's editorial process, from manuscript submission to approval for publication, involves multiple parties: author(s), Editor-in-Chief, Associate Editors, the Editorial Board, reviewers, and the editorial staff. Consequently, compliance with the journal's ethical standards throughout all stages of the editorial process is essential. As a journal of national and international scope, it adheres to the ethical guidelines set forth by the Committee on Publication Ethics (COPE), the Scientific Electronic Library Online (SciELO), the National Association of Graduate Studies and Research in Administration (ANPAD), the São Paulo Research Foundation (FAPESP), and the Scientific Integrity Commission, all of which establish parameters for best editorial practices. RAP aligns its editorial policies with the Declaration on Research Assessment (DORA) and the Getulio Vargas Foundation (FGV) Code of Ethics and Conduct. In the exercise of their duties, each member of the journal's editorial structure assumes responsibilities grounded in ethical conduct regarding gender, religion, and politics, ensuring neutrality throughout the editorial process. Actions taken by the journal in accordance with ethical standards ⮞ Mandatory ethical guidelines for authors Authors must adhere to ethical and conduct guidelines; failure to do so may result in sanctions imposed by the editors and editorial staff. The journal reserves the right to suspend or revoke publishing privileges at any stage of the editorial process, as well as to request clarifications and/or revisions to the article. Authors must provide an accurate account of the work performed, an objective discussion of the research's significance, and sufficient detail and references to allow others to replicate the experimental part. Authors must be prepared to provide raw data related to the submitted manuscript upon request and allow access to such data within a reasonable timeframe. Authors must ensure that their work is entirely original and has not been previously published in any other language (with the exception of works presented at scientific conferences, theses, dissertations, and preprints, which must be duly referenced when applicable). In general, authors should not publish manuscripts describing essentially the same research in more than one publication. Authors must cite all publications that influenced the nature of their work and always highlight the contributions of others. The literature review must also be objective, comprehensive, and provide accurate explanations regarding the state of the art. The corresponding author must ensure that there is full consensus among all co-authors in approving the final version of the document and its submission for publication. Authorship should be limited to those who have made a significant contribution to the research reported. Where there are others who have contributed to the research, they should be listed in the acknowledgments or explicitly mentioned as contributors in an appropriate note. The corresponding author is responsible for keeping co-authors informed of the review process. If the manuscript is accepted, all authors are required to provide a signed statement confirming that the research work is original. Whenever an author discovers a significant error or inaccuracy in a published text, they must immediately inform RAP and cooperate to retract or correct the manuscript. If the journal learns from a third party that a published work contains a significant error, the author must cooperate to retract or correct the text or provide evidence of the accuracy of the original work. ⮞ Mandatory ethical guidelines for ad hoc reviewers Reviewers acting in the analysis of manuscripts assigned to them must not have conflicts of interest related to the research and/or research funders; they must not act in a personal capacity and must maintain appropriate conduct when presenting arguments and recommendations to the author(s). Reviewers should only accept manuscripts for evaluations that fall within their area of expertise to ensure the issuance of a coherent and relevant report. Reviewers must evaluate objectively, and their observations must be clearly substantiated so that authors can use them to improve the text. Reviewers advise the editor(s) regarding the publication or rejection of submitted manuscripts. Any reviewer who considers themselves unqualified to evaluate the submitted text, or who is unavailable to perform the review promptly, must inform the journal and excuse themselves from the review process. RAP uses a double-blind review process. Submitted manuscripts must be treated as confidential documents and must not be shown to or discussed with others. Reviewers must evaluate texts based on their content, and their comments must be respectful, expressing viewpoints clearly and with supporting evidence. Reviewers must identify relevant published works that have not been cited by the authors; any claim that an observation, source, or argument has been previously mentioned must be accompanied by the respective citation. Reviewers should also alert the journal to any substantial similarity or overlap between the manuscript in question and any other published work of which they are aware, in order to prevent plagiarism. Reviewers must decline to review manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions linked to the submitted articles. Any information or ideas obtained through reviews must be kept confidential and not used for personal advantage. Regardless of the screening performed by reviewers, the RAP staff will subject manuscripts to similarity detection software, specifically using Crossref Similarity Check. ⮞ Mandatory ethical guidelines for the editorial team (Editorial Board, Editor-in-Chief, Associate Editors, Guest Editors, Editorial Manager, and Editorial Assistant) The editorial team must preserve the anonymity of all parties involved in the editorial process and must not have any conflicts of interest related to the rejection or approval of manuscripts throughout the editorial process. The Editorial Board and editors must evaluate manuscripts exclusively based on their scientific merit and decide which submitted texts are eligible for publication, in compliance with the respective editorial policy. The decision to publish (or not) also takes into account the recommendations of the journal’s reviewers. Any unpublished material included in a submitted article may not be used by any member of the Editorial Board or by the editors in their own research. • Copyright RAP provides open and free access for reading and downloading articles. The content of signed articles is the sole responsibility of the authors. By submitting an article, the author(s) guarantee(s) that it contains no infringement of any copyright or other third-party rights. The journal follows the Creative Commons (CC BY) standard, which allows others to remix, adapt, and build upon the original work, even for commercial purposes. New works must acknowledge the author(s) in the credits. • Plagiarism Upholding the editorial ethics of submitted and published studies, RAP utilizes content similarity/plagiarism detection software (Crossref Similarity Check). Furthermore, it relies on the collaboration of reviewers who, during the double-blind peer review process, notify the editorial team of any substantial similarities between the manuscript in question and articles already published or simultaneously submitted to other journals, as well as any other information deemed relevant. • Editorial Transparency All stages of the editorial process, estimated timelines, etc., are detailed in the flowchart, available on the journal's website for consultation by internal and external audiences (editorial board, authors, and readers). Annual statistical data are also accessible to the journal’s regulatory and classification bodies, as well as to the academic community as a whole. • Article Originality Submitted articles must be original, both nationally and internationally, and must not be under consideration for publication and/or published in any other journal — with the exception of works presented at scientific conferences, theses, dissertations, and preprints. The content of signed articles is the sole responsibility of the author(s). By submitting an article, the author(s) guarantee(s) that it contains no infringement of any copyright or other third-party rights. It is permitted to cite parts of articles without prior authorization, provided that the source is clearly identified. • Statement of Responsibility and Copyright Prior to the official publication of the article on the journal's website and in indexing databases, the journal is responsible for sending the final version of the manuscript to the author(s) for approval. This is accompanied by a personalized Statement of Responsibility and Copyright (internal institutional template) for signature and validation. • Retraction The procedures adopted by RAP for recording and publishing erratum, retractions, and addendum are based on the standards presented by SciELO, which follow the guidelines of the leading ethics, indexing, and scientific publishing committees. Focus and Scope

RAP’s mission is to publish high-quality academic studies in the fields of Public Administration and Public Policy, exploring their interfaces with Organizational Theory, Political Science, Economics, Urban Studies, or International Relations. While its main empirical locus is the Brazilian and, more broadly, the Ibero-American context, contributions from other contexts are also welcome. RAP reaches a wide audience of both scholars and practitioners and prioritizes articles that bridge the gap between theory and practice. In pursuit of increasing internationalization, RAP relies on a select international and national editorial team, recognized for its prominence in the fields of Public Administration and Public Policy. |

RAP follows the standards defined in SciELO Program Digital Preservation Policy. Furthermore, the PKP Preservation Network (PKP PN) provides free preservation services for any journal on the OJS platform that meets a basic set of criteria through the LOCKSS Program. Additionally, RAP is a member of the Cariniana Network, a Brazilian Digital Preservation Services Network, and is also included in deposit policy directories such as Diadorim. |

Peer Review Process
|
All manuscripts submitted for RAP’s consideration must be original (nationally and internationally) and must not be under consideration for publication and/or published in any other journal, with the exception of works presented at scientific conferences, theses, dissertations, and preprints. The journal follows the basic guidelines of the Scientific Integrity Commission of the National Council for Scientific and Technological Development (CNPq) and recommends their careful reading. All submitted articles are screened by the Editor-in-Chief and Associate Editors, who examine the manuscript's alignment with the journal’s editorial scope. They may reject an article—without providing detailed reports—if it does not fall within the theoretical-empirical frontier of public themes or fails to respect the basic principles and guidelines of responsible academic communication. All articles approved for the evaluation stage undergo similarity/plagiarism detection software to identify potential cases of overlap. Subsequently, two reviewers analyze the article through a double-blind peer review system, providing comments and, where relevant, suggestions for improvement. This stage may involve continuous re-evaluations as part of a collaborative effort to enhance the work. In the absence of consensus, the article will be sent to additional reviewers. During the evaluation process, the journal offers reviewers the option to disclose their identities and publish their reports. Upon such authorization, RAP will publish Peer Review Reports containing the identification and/or the reviewers' comments, in addition to publishing the names of the Editor-in-Chief and Associate Editor(s) responsible for the article’s evaluation process. Once approved by the journal's editorial team, the article undergoes copyediting, which includes spelling and grammar checks as well as verification of APA (American Psychological Association) standards. The final version is sent to the author(s) for formal approval before publication, after which no further modifications are accepted. Following this approval, the author(s) will be requested to provide a translation of the article. Once this stage is completed, the article proceeds to electronic publication on the journal’s portal and indexing databases. |
Open Data
|
RAP recommends that authors make their research data (Open Data) and research materials (Open Materials) available in data repositories (e.g., Zenodo, Mendeley Data, and Harvard Dataverse), contributing to data storage, access, and sharing. We also recommend that the data used (whether the authors' own or from third parties) be cited and included in the references. All articles published in the journal will contain a data availability statement (indicating whether the research data set is available and where to access it). |

Policy on Conflict of Interest
| Conflicts of interest may be personal, commercial, political, academic, or financial in nature. They may occur when authors, reviewers, or editors have interests that could influence the preparation or evaluation of manuscripts. Upon submitting a manuscript, authors are responsible for acknowledging and disclosing any financial or other conflicts that may have influenced the work. If a conflict of interest exists, even potentially, the author(s) must disclose it in a specific signed document attached to the submission platform. Adoption of Software Using Artificial Intelligence Resources
|
RAP complies with the Guide to the Use of Artificial Intelligence Tools and Resources in Research Communication on SciELO and maintains that only humans can be recognized as authors and must assume public responsibility for their work. AI tools cannot be listed as authors in any article submitted to or published by the journal. The use of basic tools for grammar and spelling checks, reference management, and similar tasks is permitted and does not require disclosure. If any other form of Artificial Intelligence (AI) is utilized, the journal must be informed at the time of submission. The use of AI in the creation of images or graphic elements within the article must be specified throughout the text, as must its use in the translation of the article into another language. |
Gender and Sex Issues

The RAP editorial team, as well as authors publishing in the journal, must always observe the Sex and Gender Equity in Research (SAGER) guidelines. The SAGER guidelines comprise a set of procedures that guide the reporting of sex and gender information in study design, data analysis, and the results and interpretation of findings. Additionally, RAP adheres to a gender equity policy in the formation of its editorial board. |

RAP accepts manuscripts submitted in English, Spanish, or Portuguese. All manuscripts submitted for consideration must be original (nationally and internationally) and must not be under consideration for publication and/or published in any other journal, with the exception of works presented at scientific conferences, theses, dissertations, and preprints (e.g., SciELO Preprints, ScienceOpen, and SSRN). Identification must appear at the top, preceded by the designated label (Figure and/or Table), followed by its sequence number in Arabic numerals and the respective title. At the bottom of the illustration, authors must indicate the source (mandatory, even if the illustration was created by the author), legend, notes, and any other information necessary for comprehension (if applicable). It is essential that the digital asset be cited within the text. The image quality of all illustrations must be in high definition for clear viewing and reading, as should the font size used within them. For the evaluation stage, authors may submit illustrations in PNG, JPEG, or similar formats. Should the manuscript be accepted for publication, the journal may request the files in an editable format for layout and typesetting purposes. |

RAP adopts the American Psychological Association (APA) standards for the formatting of citations and references. When preparing their manuscript, authors must use citations and bibliographic references in accordance with the 7th edition of the APA Style guidelines. For further information, authors may consult the guidelines prepared by RAP. |

During the submission stage, authors are required to provide the Open Science Compliance Form. It is mandatory to download, complete, and include this form with the submission.
