The financing of youth and adult education (EJA): contradictory element of the right to education

ABSTRACT

This article reflects on the financing of Youth and Adult Education (EJA) inserted in the context of neoliberal policies in Brazil, in the light of historical-dialectical materialism, based on the problematic categories, mediation and essence/appearance.It is based on the legal frameworks that deal with the right to EJA and the financing of education in Brazil and, in particular, this modality. The studies of Pollitzer, Besse and Caveing ​​(1954), Afanasiev (1968) and Kosik (1969), Di Pierro (2000, 2005), Davies (2004), Oliveira (2007), Amorim (2018), Pinto (2021), among others, wish for discussion. It is concluded that the impacts of neoliberal policies in Brazil reveal the contradictory nature of the financing of EJA in relation to the fulfillment of the functions for which it was created, since the financial resources destined to the modality are insufficient to guarantee the realization of the right to education.
