Agrarian Reform and Environment: challenges and possibilities around conflicts with involvement of rural settlements/INCRA and biological reserve/IBAMA

Abstract

The research intend to study the conflicts that occurred in São João River Valley on public lands disappropriated by INCRA to created the Biological Reserve of Poço das Antas. We tried to understand them bringing into focus land conflicts and land occupations in the surrounding of Reserve at 90 decade. Biological Reserve began to dispute land in order to extend, and moved judicial actions against rural settlements. Along those conflicts, an environmental conception with the consideration of man action as an external factor from the environment appear as power of law and the nature as untouching, in conflict with land work rights, claimed by the collective occupation. We showed either the limits of State dialogue with worker organizations or conflict resolutions between State agencies and at environmental and agrarian public politics.
