Washington and the hemispheric order: explanations for continuity amid change

This article analyzes the principal factors that are shaping U.S. policies toward Hemispheric affairs in the 21st century, situating these historically in the context of U.S.-Latin American relations. Emphasis is placed on the U.S. approach to regional leadership, to ties with particular countries and sub-regions, and to Washington's response to the proliferation of regional institutions and the degree to which these may compete with the Organization of American States. The study draws on approaches to the study of foreign policy making processes in order to frame and predict the future of U.S. engagement with Latin America.
