The present essay intends to analyze the concept of public policies, starting from their beginning, in the heart of the administrative revolution worked at the traditional public administration model, since the early 20th century, emphasizing the postulates of legality, legitimacy and policy making degrees, in order to get enough information in order to explain its way of being and its characteristics. The article tries to promote an approach into the public administration, pointing its focus on the new institute of policies - if we are allowed to call it this way -, with the purpose of obtaining the necessary researches in various different areas of Constitutional Law and Administrative Law.
