The Constitutional Right to the Continued Payment Benefit (BPC): the arduous path to its access

Abstract:

The BPC is the only benefit from Social Assistance guaranteed by the Federal Constitution of 1988 in the amount of one minimum monthly salary. It was found that, despite of being indispensable in the lives of its more than 4,5 million recipients and their families, BPC’s materialization in two spaces (Social Assistance and INSS), the bureaucracy, the absence of information, and especially the perverse (i)logic of its criteria make an arduous path for its users to go through.
