Normative study of the transformations of the urban heritage continuum derived from the high-rise real estate model in the La Pola neighborhood of Ibagué, Colombia

Abstract

The La Pola neighborhood of Ibagué is a historical and patrimonial reference for its architectural and urbanistic component. However, these urban vestiges of the first population of the city are undergoing modifications during the last three decades. Thus, the main purpose of this study is to analyze the regulatory gaps that allowed the development of the high-rise private real estate development model in the La Pola neighborhood of the city of Ibagué, from 1980 to 2022. A qualitative approach methodology of explanatory type was used under the analytical and synthetic method, starting with the collection of information, documentary review and inquiry of norms, publications and construction licenses, in addition to the application of interviews to experts and residents. All the documentary information was systematized under its chronological evolution, and the interviews with the semantic networks technique. As main findings, it is highlighted that, in La Pola, several buildings have been executed under the real estate model of private promotion that have put at risk the urban patrimonial continuum of the sector; this is due to the lack of regulations, to an ambiguous, empty and inconsistent legislation, with normative contradictions and interpretations accommodated to particular benefits.
